What this amendment would do
This amendment, submitted by Mr. Bennet, creates a point of order in the Senate. Simply put, it sets up a rule that blocks certain tax cuts unless a specific education goal is met.
- It aims to stop the Senate from considering legislation that cuts taxes for taxpayers making more than $1,000,000 a year.
- This restriction applies if the percentage of 8th graders with "below basic" reading skills remains historically high, based on the most recent National Assessment of Educational Progress results.
Rules for Waivers
If lawmakers want to bypass this rule and pass the tax cuts anyway, it takes a three-fifths vote of the Senate to waive or suspend the restriction. It also takes a three-fifths vote to overturn a ruling made by the Chair regarding this point of order.
