What this amendment would do
- Submitted by: Mr. Bennet
- Purpose: To hold our officials accountable by setting up a rule against adding to the money we already owe.
What it Changes or Adds
The amendment adds a new section to title IV that creates a point of order in the Senate against considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that increases our national debt.
To get around this rule, it takes a three-fifths affirmative vote of the Members, duly chosen and sworn, to waive or suspend it. It also takes that same three-fifths affirmative vote to sustain an appeal of the ruling of the Chair.
