Mr. Hickenlooper submitted amendment numbered SA 1140 to the concurrent resolution S. Con. Res. 7 for the congressional budget.

  • The purpose of this amendment is to create a deficit-neutral reserve fund relating to energy innovation at national laboratories.

  • It aims to allow the Chairman of the Senate Committee on the Budget to revise committee allocations, aggregates, and other levels, and make pay-as-you-go adjustments for legislation relating to advancing energy innovation at Department of Energy National Laboratories.

  • This includes supporting cutting-edge research at the National Renewable Energy Laboratory to support the energy security and global competitiveness of the United States, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
