What this amendment would do

Mr. Markey submitted this amendment, numbered SA 1137, to be proposed for the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of the amendment is to add a deficit-neutral reserve fund relating to protecting workers from getting sick, hurt, or dying on the job.

What It Aims to Change or Add

The amendment adds a section to the end of title III of the budget resolution.

It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and to make adjustments to the pay-as-you-go ledger.

These revisions and adjustments are for legislation relating to the enforcement of labor laws, which may include substantially increasing the number of investigators and capacity for enforcement activity for the Occupational Safety and Health Administration of the Department of Labor.

These changes are permitted provided that such legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
