What this amendment would do

MR. MARKEY submitted amendment numbered SA 1133 to the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and the appropriate budgetary levels for fiscal years 2026 through 2034.

Purpose and Changes

The purpose of this amendment is to add a deficit-neutral reserve fund relating to ensuring fiscal parity between defense spending and social investments at the end of title III.

It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.

These adjustments can be made for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to ensuring fiscal parity between defense spending and social investments.

Social investments explicitly include funding for Medicaid, Social Security, veterans' benefits, education, or housing assistance.

The amendment requires that any increase in defense spending must be matched by an equal increase in funding for social programs, and such legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
