What this amendment would do
Mr. Heinrich submitted amendment SA 1127 to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to add a new point of order in the Senate against reconciliation legislation that would provide for the sale of public land to reduce the Federal deficit. Specifically, it aims to make it out of order in the Senate to consider certain bills, joint resolutions, amendments, or conference reports that provide for the sale of any public land using the proceeds to reduce the Federal deficit.
To get around this rule, the amendment requires an affirmative vote of three-fifths of the Members, duly chosen and sworn, to waive or suspend the point of order, or to sustain an appeal of the ruling of the Chair.
