What this amendment would do

Mr. Kelly submitted SA 1125, which adds a new section to the end of title III of the concurrent resolution. The purpose of this amendment is to create a deficit-neutral reserve fund relating to saving jobs in critical minerals, batteries, and semiconductors.

What It Aims to Change or Add

  • The amendment allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.

  • It allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to protecting thousands of jobs in critical minerals, batteries, and semiconductors as part of strengthening manufacturing in the United States through strategic investments.

  • These changes can only happen by the amounts provided in such legislation for those purposes, and provided that such legislation would not increase the deficit over the period of the total of fiscal years 2025 through 2034.
