What this amendment would do
Mr. Van Hollen submitted amendment numbered SA 1108 to be proposed for the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and the appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to add a new point of order to the bill.
- It aims to make it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would cut funds for more efficient and timely permitting activities at the National Oceanic and Atmospheric Administration.
- It sets a rule that this point of order can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
- It also requires an affirmative vote of three-fifths of the Senators, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
