What this amendment would do
Mr. Van Hollen submitted amendment SA 1107 to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
What It Aims to Change or Add
The amendment aims to add a new section to title IV regarding a point of order. Specifically, it makes it not in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would impose new tariffs on allied countries that would increase the cost of homebuilding materials.
The amendment also establishes rules for how this point of order can be bypassed or challenged in the Senate:
- Subsection (a) may be waived or suspended only by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
- An affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, is required to sustain an appeal of the ruling of the Chair on a point of order raised under subsection (a).
