What this amendment would do
Mr. Booker submitted this amendment to hold our elected officials accountable regarding the health coverage of our nation's children and mothers. Common sense tells us we need to protect families, and this amendment aims to add a new rule in the Senate.
This rule creates a point of order that stops the Senate from considering legislation that changes Medicaid, the Children's Health Insurance Program, or private health insurance requirements unless specific conditions are met.
To pass muster under this amendment, the Director of the Congressional Budget Office must determine that the proposed changes will not result in any of the following for children and pregnant women:
- Lower coverage rates
- Reduced benefits
- Decreased affordability
The amendment also sets the rule that this new roadblock can only be waived, suspended, or sustained after a ruling of the Chair by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
