What this amendment would do
MR. BOOKER submitted amendment numbered SA 1091 to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of the amendment is to add a deficit-neutral reserve fund relating to preserving financial aid opportunities for working-class people of the United States, specifically by protecting access to graduate Federal Direct PLUS Loans.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger. This applies to legislation relating to preserving financial aid opportunities for working-class people of the United States, specifically by protecting access to graduate Federal Direct PLUS Loans under part D of title IV of the Higher Education Act of 1965, provided that the legislation does not increase the deficit over the total of fiscal years 2025 through 2034.
