What this amendment would do
As your legislative analyst, I want to keep you informed on what our officials are working on. Mr. Blumenthal submitted an amendment, numbered SA 1088, to the concurrent resolution for the congressional budget for fiscal year 2025 through fiscal year 2034.
Purpose and Changes
The purpose of this amendment is to add a new point of order in the Senate. It aims to make it out of order to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would increase response and recovery costs for states following a disaster.
To bypass this rule, the amendment states that it may only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn. Additionally, an affirmative vote of three-fifths of the Members is required to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
