What this amendment would do
MR. BLUMENTHAL submitted SA 1087 to be proposed to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
-
The purpose of the amendment is to add a new point of order to title IV against legislation that would impair Federal disaster or emergency response activities.
-
It aims to change the rules in the Senate so that it is not in order to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would impair Federal disaster or emergency response activities.
-
The amendment adds rules allowing this point of order to be waived or suspended, or an appeal of the ruling of the Chair to be sustained, only by an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn.
