What this amendment would do
Mr. Blumenthal submitted SA 1086, which is an amendment to the congressional budget for the United States Government for fiscal year 2025.
What It Aims to Change
This amendment adds a deficit-neutral reserve fund relating to bolstering the disaster preparedness of the United States at the end of title III.
Specifically, it allows the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations for certain bills, resolutions, and amendments. It targets legislation that does the following:
- Bolsters the disaster preparedness of the United States
- Ensures Federal disaster preparedness
- Strengthens recovery efforts
The Catch
We need to hold our officials accountable to make sure they stick to the rules. The text explicitly states that any legislation passed using this fund would not increase the deficit over the total period of fiscal years 2025 through 2034.
