What this amendment would do
Mr. Blumenthal submitted SA 1085, which is an amendment intended to be proposed for the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to preventing executive branch financial conflicts of interest at the end of title III.
The amendment aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to financial conflicts of interest.
Specifically, this can include legislation preventing financial conflicts of interest of Government officers and employees or funds necessary pursuant to section 208 of title 18, United States Code, and its statutory notes and related subsidiaries. These revisions and adjustments can only be made provided that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
