What it Aims to Change or Add

  • Creates a reserve fund: The amendment adds a deficit-neutral reserve fund to the budget resolution for fiscal years 2025 through 2034.
  • Focuses on financial regulators: It relates to prohibiting the President from removing commissioners of independent financial regulatory agencies without cause.
