What this amendment would do
Mr. Coons submitted SA 107, which proposes adding a new section to title III of the concurrent resolution for the fiscal year 2025 budget.
Purpose and Changes
The purpose of this amendment is to create a deficit-neutral reserve fund. This fund allows the Chairman of the Committee on the Budget of the Senate to make adjustments to budget allocations and the pay-as-you-go ledger.
- It applies to legislation relating to requiring Federal agencies to disburse funds to grant recipients.
- These grant recipients must have signed legal obligations with the Federal Government to obtain funds that were legally appropriated by Congress.
- This includes funds made available by the Infrastructure Investment and Jobs Act.
- Any such legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
