What this amendment would do

  • Purpose: This amendment, submitted by Ms. Warren, creates a deficit-neutral reserve fund. This is essentially a tool that allows the budget rules to be adjusted for future legislation.

  • Changes and Additions: It aims to add a section to the budget resolution that allows the Chairman of the Senate Committee on the Budget to adjust financial levels and ledgers. This can only happen for legislation that bans listing, trading, or transacting directly or indirectly with Tether—a company that has pleaded guilty to financial crimes—within the United States or by any U.S. person.

  • The Catch: Any legislation using this fund must not increase the federal deficit over the total period of fiscal years 2025 through 2034.
