What this amendment would do
This amendment was submitted by Ms. Warren. Its purpose is to create a deficit-neutral reserve fund related to reducing home insurance costs and protecting families from the effects of natural disasters.
What It Aims to Change or Add
The amendment aims to add a new section to the end of title III of the concurrent resolution. Specifically, it allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger. This can be done for legislation relating to supporting housing affordability.
- Providing hazard mitigation assistance to homeowners and owners of affordable rental properties.
- Reducing property insurance risks and costs.
- Protecting families from the harmful effects of natural disasters and extreme weather events.
- Covering specific events including flooding, wildfires, hail, extreme heat and cold, and strong winds on their homes.
The changes can only happen by the amounts provided in such legislation, provided that the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
