What this amendment would do

  • Ms. Warren submitted SA 1052 as an amendment to the congressional budget for the United States Government for fiscal year 2025.

  • The main purpose of this amendment is to create a point of order in the Senate against legislation that would decrease the supply of safe and affordable housing for renters and homeowners.

What It Aims to Change or Add

  • It adds a new rule to the Senate stating it shall not be in order to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that decreases the supply of safe and affordable housing.

  • This housing protection applies across the country and explicitly includes multi-family buildings, single-family homes, and manufactured homes.

  • The rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.

  • An affirmative vote of three-fifths of the Members of the Senate is also required to sustain an appeal of the ruling of the Chair on a point of order raised under this new rule.
