What this amendment would do
-
Ms. Warren submitted this amendment, known as SA 1051, for the fiscal year 2025 congressional budget resolution.
-
Its main purpose is to hold our officials accountable by establishing a point of order in the Senate against any legislation that increases the likelihood of taxpayer-funded bailouts for large financial institutions.
What It Aims to Change or Add
-
It adds a brand new section to title IV of the budget resolution.
-
Under this new rule, it will not be in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that makes taxpayer-funded bailouts of big banks more likely.
-
To get around this rule and pass something that violates it, the Senate would need a three-fifths supermajority vote of the members duly chosen and sworn to waive or suspend it.
-
It also requires that same three-fifths affirmative vote to sustain an appeal of the Chair's ruling if a point of order is raised.
