What this amendment would do
Mr. Bennet submitted this amendment, known as SA 1050, to the concurrent resolution on the budget for fiscal year 2025 through 2034. Plain and simple, its purpose is to create a deficit-neutral reserve fund.
What It Aims to Change or Add
This amendment adds a new section to the end of title III of the budget resolution. It allows the Chairman of the Senate Committee on the Budget to adjust committee allocations, aggregates, and pay-as-you-go ledgers for future legislation.
Specifically, these adjustments can only be made for bills, resolutions, or amendments that focus on:
- Strengthening protections and improving legal services for unaccompanied migrant children.
- Ensuring access to safe housing.
- Providing mental health support.
- Guaranteeing due process during immigration proceedings.
The big catch here—which keeps our government spending accountable to the people—is that any new legislation using this fund would not increase the deficit over the total period of fiscal years 2025 through 2034.
