What this amendment would do
MR. BENNET submitted amendment SA 1048, which aims to add a deficit-neutral reserve fund at the end of title III of the concurrent resolution.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger.
These changes can be made for legislation relating to expanding youth-focused prevention and treatment programs for substance use disorders, with a specific focus on fentanyl and opioid misuse. The condition for these changes is that the legislation would not increase the deficit over the total of fiscal years 2025 through 2034.
