What this amendment would do
Mr. Hickenlooper, along with Ms. Rosen, put forward an amendment numbered SA 1044. The whole point of this is to set up a deficit-neutral reserve fund that focuses on protecting citizenship and upholding the United States Constitution.
What It Aims to Change or Add
- It allows the Chairman of the Committee on the Budget of the Senate to change certain budget allocations, aggregates, and other levels.
- It lets the Chairman make adjustments to the pay-as-you-go ledger for specific types of legislation.
- The legislation must relate to upholding the Constitution of the United States.
- This can include affirming that the phrase "all persons born or naturalized in the United States" includes all persons.
- There is a strict rule that this legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
