What this amendment would do

Mr. Schumer submitted this amendment, known as SA 1040, to the concurrent resolution setting the congressional budget for the United States Government for fiscal year 2025 and for fiscal years 2026 through 2034.

What It Aims to Change or Add

  • The amendment adds a new section to the end of title III creating a deficit-neutral reserve fund.
  • It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • It allows the Chairman to make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.
  • These changes relate to securing high-speed internet access in rural and low-income communities.
  • This may include enacting measures to provide affordable broadband connectivity in Tribal communities.
  • The changes are allowed by the amounts provided in such legislation for those purposes, as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
