What this amendment would do

As folks keeping an eye on how our government spends money, we need to know what our elected officials are trying to do with our tax dollars. This amendment was submitted by Mr. Coons to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

Purpose and Changes

The purpose of this amendment is to add a deficit-neutral reserve fund relating to American manufacturing jobs and energy security to the end of title III.

It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger. This can be done for legislation relating to a specific requirement for Executive Branch agencies.

  • Require Executive Branch agencies to disburse funds to grantees that have signed legal obligations with the Federal Government.
  • Ensure grantees obtain funds that have been legally appropriated by Congress.
  • Include funds made available by the Infrastructure Investment and Jobs Act.
  • Aim to create American manufacturing jobs and increase the energy security of the United States.

This change only works if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
