What this amendment would do
Mr. Murphy put forward an amendment, known as SA 1038, which deals with presidential pardons and the congressional budget. Simply put, it gives the Chairman of the Senate Committee on the Budget the power to make changes to financial levels and the pay-as-you-go ledger for certain bills or amendments.
What It Aims to Change or Add
The amendment adds a new section to the end of title III of the concurrent resolution. Specifically, it creates a deficit-neutral reserve fund relating to the use of presidential pardons.
This allows the budget rules to be adjusted for legislation dealing with presidential pardons, provided that the legislation does not increase the deficit from fiscal year 2025 through 2034. In addition, the text states that this may include legislation condemning the pardon of David Dempsey's conviction for assaulting a law enforcement officer with a dangerous weapon.
