What this amendment would do
Mr. Murphy submitted amendment numbered SA 1036, which proposes to add a new section to title III of the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
Purpose and Changes
The purpose of the amendment is to create a deficit-neutral reserve fund relating to the use of Presidential pardons. It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.
This applies to bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports that relate to the use of Presidential pardons. The text explicitly notes that this may include legislation condemning the pardon of Thomas Webster's conviction for assaulting a law enforcement officer with a deadly or dangerous weapon. Any such legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
