What this amendment would do

Mr. Sanders submitted SA 1035, which is an amendment intended to be proposed to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and appropriate budgetary levels for fiscal years 2026 through 2034.

Purpose and Changes

The purpose of this amendment is to add a deficit-neutral reserve fund relating to President Trump's plan to cut waste, fraud, and abuse at the Pentagon. This may include providing health care to veterans and expanding Medicare to cover dental, vision, and hearing.

The amendment aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to:

  • Redirecting wasteful defense spending, which may include cutting waste, fraud, and abuse at the Pentagon
  • Expanding health care for veterans
  • Requiring Medicare to cover dental, vision, and hearing

These revisions can be made by the amounts provided in such legislation, provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
