What this amendment would do
Mr. Welch submitted the amendment, known as SA 1030, to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to the 2020 and 2024 presidential elections at the end of title III.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to recognizing that the duly elected winner of the 2020 United States Presidential election was Joseph R. Biden, Jr. and that the duly elected winner of the 2024 United States Presidential election was Donald J. Trump.
- The changes can be made for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.
- The legislation must not increase the deficit over the total period of fiscal years 2025 through 2034.
