What this amendment would do
Mr. Bennet submitted SA 1027, which is an amendment intended to be proposed to the concurrent resolution S. Con. Res. 7. This resolution sets forth the congressional budget for the United States Government for fiscal year 2025 and outlines appropriate budgetary levels for fiscal years 2026 through 2034.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to providing loan programs for housing disaster prevention at the end of title III. Common sense tells us this gives lawmakers a way to fund important safety measures without adding to our national debt.
Specifically, the amendment aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution. They can also make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.
- Loan Programs: The legislation must relate to providing loan programs for housing disaster prevention.
- No Deficit Increase: The changes are only allowed if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
