What this amendment would do
Mrs. Shaheen submitted amendment SA 1026 to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth appropriate budgetary levels for fiscal years 2026 through 2034.
What It Aims to Change or Add
The amendment adds a deficit-neutral reserve fund relating to protecting Americans and the food supply from avian flu at the end of title III.
It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.
These revisions and adjustments are for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to protecting the people and the food supply of the United States from avian flu.
The legislation supported by this fund may include:
-
Resuming funding for programs of the United States Agency for International Development to monitor for avian flu outbreaks internationally.
-
Supporting staffing at the Animal and Plant Health Inspection Service of the Department of Agriculture and reinstating fired probationary employees working on avian flu.
These changes are allowed provided that the legislation does not increase the deficit over the period of the total of fiscal years 2025 through 2034.
