What this amendment would do
Mr. Peters and Mr. Kim submitted SA 1005 to be proposed for the congressional budget resolution for the United States Government for fiscal year 2025 and fiscal years 2026 through 2034.
The amendment aims to add a new section to title IV regarding a point of order against certain legislation in the Senate.
What It Changes or Adds
- It creates a rule that it shall not be in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that reduces funding for programs that increase preparedness capabilities to prevent, respond to, recover from, or mitigate terrorist attacks.
- It explicitly includes the Nonprofit Security Grant Program under these protected programs.
- It sets a rule that this point of order may only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
- It requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
