What this amendment would do

Mr. Welch submitted SA 1002, which is an amendment intended to be proposed to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget. The purpose of this amendment is to hold officials accountable by creating a point of order in the Senate against legislation that would increase drug costs for seniors and people with disabilities on Medicare.

What it Aims to Change or Add

The amendment aims to add a new section to title IV of the budget resolution. Specifically, it adds the following:

  • It establishes that it shall not be in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that increases cost-sharing or out-of-pocket expenses for seniors or people with disabilities who rely on Medicare for their prescription drug coverage.
  • It sets a rule that this point of order may only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
  • It requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
