What this amendment would do

Mrs. Blackburn submitted this amendment to the bill S. 5, which deals with requiring the Secretary of Homeland Security to take certain aliens into custody.

Here is what the amendment aims to do in plain terms:

  • It requires the Secretary of Homeland Security to build or acquire 20 detention facilities in the United States. These new facilities are meant to temporarily house aliens who are waiting for removal from the country or waiting for a decision about their removal.

  • Each of these 20 facilities must have enough beds to house these detained aliens.

  • The Assistant Director of the Custody Management Division of Enforcement and Removal Operations gets to decide where these detention facilities will be located.

  • It makes a technical change to the Immigration and Nationality Act regarding where funds are expended from, moving the source from the old Immigration and Naturalization Service account to the U.S. Immigration and Customs Enforcement--Operations and Support account.
