What this amendment would do
This amendment adds the Veterans Visa and Protection Act of 2025 to the bill. Its main purpose is to protect noncitizen veterans and service members from being removed from the United States, and to help those who were already removed to return.
The amendment sets up a program through the Department of Homeland Security and the Attorney General. This program allows eligible noncitizen veterans to get lawful permanent resident status, reopen past removal orders, or stop pending removal proceedings. There is no limit on how many veterans can use this benefit.
To qualify, the veteran must not have been removed because of a crime of violence or a national security crime where they served at least five years in prison. The Secretary of Homeland Security can also grant waivers for these rules based on humanitarian purposes, family unity, exceptional military service, or the public interest.
Additionally, the amendment ensures that service members and veterans cannot be removed from the country unless they have been convicted of a crime of violence. It also makes these individuals eligible for naturalization and all military and veterans benefits they earned. Finally, it requires the government to identify service members and veterans at risk of removal and keep proper records of their military service.
